They were definitely a thing, weren't they? There is a nice blue painted steel footbridge over the Grand Union Canal in my hometown Berkhamsted. Nice from a distance at any rate. A lot of my memories of it involve sidestepping dogshit. Then later as a teenager having to walk past girls (the bridge was a bit narrow) and trying not to blush. Must have crossed that bridge thousands of times.
Definitely a thing, yes; possibly underappreciated as a thing. Alleyways in the sky, offering similar threats (dogshit, unavoidable proximity to teenagers etc) with the extra thrill of imagined falls / collapses.
